Noel was born and grew up in the Hermannsburg area, West of Alice Springs. He was born to parents Kristoff and Monica and is full brother to artist Norman Ratara. Ratara was the oft used surname but Raggett was sometimes used alternatively. Neither brother was a prolific artist.

This landscape by Noel reflects the colour and formation of the many ranges, hills, gorges and flora that are found in his country, Ntaria (Hermannsburg), West of Alice Springs in Central Australia. This country truly has the blue and purple colours of the ranges in the distance, the rich colour in the sand and an amazing contrast when the plentiful flora is in bloom.
