Noel was born and raised in the Hermannsburg area, west of Alice Springs. His parents, Kristoff and Monica, were also from this region. He was the full brother of artist Norman Ratara. While Ratara was their commonly used surname, they occasionally went by Raggett. Neither brother was a prolific artist.

This landscape by Noel reflects the colour and formation of the many ranges, hills, gorges and flora that are found in his country, Ntaria (Hermannsburg), West of Alice Springs in Central Australia. This country truly has the blue and purple colours of the ranges in the distance, the rich colour in the sand and an amazing contrast when the plentiful flora is in bloom.
